| ARF held a workshop on drug-substitute alternative development in Kunming on September 7, 2004. The Ministry of Foreign Affairs and the Ministry of Public Security co-hosted the forum. Attending the forum were governmental officials and diplomats from 19 member institutions under ARF, who are engaged in drug control and alternative development. Li Mingchao, a standing member CPC Yunnan provincial committee and secretary-general of the politics and law committee were also present and delivered a presentation. The forum emphasized that related countries should crack down drug crimes in active and effective approaches, giving priority to integrated control of temporal and permanent problems, and that actively assisting the drug source areas with promotion of alternative cultivation to drug crops, development if alternative industries, and eradication of the harm of drugs. The forum affirmed ARF’s achievements in development of dialogue collaboration in drug control and other unconventional security fields, calling on all partners to further strengthen dialogue collaboration and together take any related challenges. Other presentations were delivered by local representatives from China National Narcotics Commission, the Office of Yunnan Provincial Narcotics Committee, Yunnan Provincial Department of Science and Technology, Lincang Prefectural Government of Yunnan Province, Yunnan Provincial Committee of Development and Reform, Yunnan Hongyu Group, and Xishuangbanna Seeds Company. In addition, during the forum some materials were distributed introducing some Yunnan enterprises working for alternative development in neighboring countries. The forum also fully affirmed and praised the endeavors and successful experience of Yunnan Province of China, in particular its enterprises, in initiative assistance with cross-border alternative development. It is informed that, ASEAN Regional Forum (ARF) was established in 1994. It comprises 24 member countries and is the most important channel for official, multilateral security dialogue and cooperation in the Asia-Pacific region. In recent years the Forum has been playing a key role in building confidence, promoting dialogue and maintaining peace and stabilization of the Asia-Pacific region.        |
