On the morning of 1 September 2004, the people of Fengqing county of Lincang Prefecture, Yunnan Province, PRC, deeply grieved, held a memorial ceremony mourning for the heroic death of Wu Guanglin in investigation of the “8.30” drug trafficking case.
At 2:30 on 30 August 2004, one (Chen Zhiyun) of three policemen of Law Enforcement Squad of Fengqing County of Lincang Prefecture were wounded in action and one (Wu Guanglin, a deputy squad head) died in investigation of the “8.30” drug trafficking case, in a gunfight with two drug criminal suspects. One of the two drug traffickers was captured on the morning of the next day after shot and seriously wounded in an attempt to escape, and the other, who put up a desperate struggle in arrest and tried to escape in a period of eight days, was shot to death on 7 September.
After death of Wu Guanglin, many leaders and representatives from relevant authorities, including Zhou Yongkang member of the Politburo of CPC Central Committee, secretary of the Central Secretariat of CPC Central Committee, member of the State Council, director-general of the NNCC, and minister of the Public Security Ministry, the Office of NNCC, China Narcotics Control Foundation of NNCC, Bai Enpei (secretary of CPC Yunnan Provincial Committee and director of NPC Yunnan Provincial Standing Committee), Xu Rongkai (deputy secretary of CPC Yunnan Provincial Committee and provincial governor), Wang Xueren (deputy secretary of CPC Yunnan Provincial Committee), Li Mingchao (standing member of CPC Yunnan Provincial Committee, chairman of the Provincial Committee of Political and Legislative Affairs), Li Hanbai (vice provincial governor and director-general of YPNCC), the Office of CPC Yunnan Provincial Committee, the Office of Yunnan Provincial Government, Yunnan Provincial Narcotics Control Committee,Meng Sutie, (deputy director-general and director-general of the Provincial Department of Public Security), and Sun Dahong (secretary of YPNCC and deputy director-general of the Provincial Department of Public Security), sent wreaths to express their dearly memory to the martyr. More than 80 units and departments, including NNCC, Narcotics Control Administration of the Ministry of Public Security, YPNCC Office, Political Affairs Division and Narcotics Administration of the Provincial Department of Public Security, the Yunnan-based liaison office of Narcotics Control Administration of the Ministry of Public Security, liaison officers of law enforcement contingents of 20 provinces, municipalities and autonomous regions, and branch law enforcement contingents and squads of 15 prefectures and cities of the province also extended their deep-felt memory of the martyr as well as their cordial greetings to the martyr’s family members and relatives, successively by sending telegrams of condolence (150-odd in total) or presenting wreaths (300-odd in total).

CPC Lincang prefectural committee secretary Li Guowei, governor Liu Ming, the prefectural committee secretary Ma Lin requested relevant departments of Fengqing county of the prefecture to deal well with matters concerning the death of Mr. Wu Guanglin, speaking highly of the spirit of the hero’s dedication of his life to the course of drug control, expressing their deep feeling of grief for the martyr as well as cordial greetings for his families and relatives. CPC Feng County Committee and the County Government attached importance to the “8.30” case, having held several meetings for careful, detailed arrangements of rescue and medical treatment of the wounded policeman and the funeral and related issues centered around the memorial ceremony. CPC Fengqing County Committee, NPC Fengqing Standing Committee, Fengqing County Government, CPPCC Fengqing County, and other departments at all levels placed funeral wreaths to cherish their deep feeling of grief for Wu Guanglin, an outstanding son of the people of Fengqing county.


Li Songhua, county governor of Fengqing, chaired the memorial ceremony, and Gong Guofu, secretary of CPC Fengqing County, made a memorial speech.At the ceremony were Chen Cunyi (deputy director of the NNCC Office and deputy-director of Narcotics Control Administration of the Ministry of Public Security), Ma Lin, deputy secretary of Lincang Prefecture, Shu Tai (deputy secretary of China Narcotics Control Foundation of NNCC), Feng Meiqing (director of the Office of China Narcotics Control Foundation), Wang Jianzhong (standing deputy secretary of YPNCC and director-general of Narcotics Control Administration of the Provincial Department of Public Security), leaders and staff from departments of political and legislative affairs at the provincial and prefectural levels, leaders from public security departments of neighboring cities and counties, and some 1,000 persons comprising leaders and staff of all other departments of the county, masses, local school students and Wu Guanglin’s family members, relatives and friends.In the solemn and stirring funeral music, all the participants in the ceremony rose and stood in silent tribute to farewell the martyr policeman Wu Guanglin, who had died a heroic death for the course of drug control. Chen Cunyi (deputy director-general the NNCC Office and deputy director-general of Narcotics Control Administration of the Ministry of Public Security), Shu Tai (secretary of China Narcotics Control Foundation of NNCC), Wang Jianzhong (standing deputy secretary of YPNCC and director-general of Narcotics Control Administration of the Provincial Department of Public Security), extended their regards to relatives of Wu Guanglin and the wounded policeman and their colleagues participating in investigation of the “8.30” armed drug trafficking case. Leaders other departments of the Party and government, other policemen from the Fengqing county public security, prosecutorial organs, people's courts and justice departments, and relatives of Wu Guanglin also participated in the funeral procession on their own initiative. According to local custom, the procession started out from the County Public Security Bureau, walked around the county town and then buried the martyr in the cemetery for martyrs. Along the streets the masses held voluntarily cloth slogans and elegiac couplets reading “long live the heroic spirit”, “learn from the hero”, “eternal glory to martyr Wu Guanglin”, “Farewell, Wuguanglin” and “mourn for the drug control hero Wu Guanglin in a deep feeling of grief”. In all forms, local people expressed their respect and love for the hero, some seeing off him from a distance in tears while some joining the funeral procession, participants totaling more than 10,000.
