 Dear friends and comrades: On behalf of the People’s Government of Yunnan Province and the Provincial Narcotic Control Committee, I would like to express my warm congratulation on successful opening of the website thanks to the leadership of the Provincial Narcotics Control Committee and organization by the Provincial Department of Public Security as well as the concern and support of all walks of life and the joint efforts of the comrades at the Provincial Narcotics Control Office, and my sincere gratitude to all the comrades and technicians who have contributed to construction of the website with great efforts. Yunnan has been put on the front line of the nation in the struggle against illegal drugs, Its work is drawing attention of the entire country and the world. The opening of website, Yunnan Narcotics Control for short, will be helpful to extend the influence of narcotic control in Yunnan to other parts of the world and to show the world the achievements of the province in drug control and China’s solemn and just stand on strictly enforced drug control and outstanding determination of “the drug control will never come to an end without elimination of narcotic drugs.” What’s more, the opening of the website has also built up a platform for publicity of narcotic drugs control activities and education of prevention from drug abuse in the province, which will play an active and significant role in raising the public awareness of drug control, reducing drug offences and crimes, and minimizing the harm of drugs.  The practice of drug control over past years indicates that narcotic drugs control is a systematic social project beyond racial, national and conscious boundaries, of which the two most important project items are to reduce the demand of narcotic drugs and to keep within limits the supply of drugs. Enforcement of drug prohibition, crackdown of drug crimes and cutting off of drugs supply are just part of superficial contents of the systematic project, whereas raising of the entire people’s awareness of drug control, in particular consolidating the juveniles’ defence line against narcotic drugs, and reducing of drugs supply, are fundamental work requiring full cooperation among governmental departments and participation of the entire social forces. Unexceptionally, every country gives priority to prevention over crackdown in narcotic drugs control, which are fundamental strategies to minimize the harm of drugs as well as effective approaches to reducing drug abuse. Over the past several years, Yunnan Province has made brilliant achievements in restricting prevalence of drug abuse and growth of new illegal drug users. In addition, it has also mobilized relevant institutions to make use of a variety of means and measures including news media to develop vigorously publicity on drug control among the entire society and drugs prevention education targeted at the vulnerable group including juveniles. Besides, the website of “Yunnan Narcotics Control” has developed a new column in drug control publicity and prevention education. Now we are in an information society with Internet, a kind of media spreading information. In a convenient and fast way of transmission, Internet is playing greater roles in our social life. So, in rapid development of information network, application of Internet to drug control publicity will allow us to enjoy vast space of development and bright prospect. However, in order to well operate the website, I would like to put forth some suggestions: 1. The website should pay close attention to the political orientation of the website in line with the key thought of “Three Represents” and the principle of taking drug control as a political task in the overall situation; mainly publicize the guiding principle of the National Conference on Narcotic Drugs Control held recently and the 2004-2008 Drug Control Plan worked out by the Narcotics Control Commission of China (NNCC); reflect fully that the Party Central Committee, the State Council and departments of CPC Yunnan Committee and the Provincial Government at all levels take drug control as a key issue related to safety and danger of the country and the rise and decline of the nation, as well as all the great achievements resulting from full promotion of in-depth development of the drug control work; and call on all walks of life to become aware of the harm of drugs, to take actions by participating in the battle against drug abuse, and try to promote earlier shaping of the entire people’s battle against drug abuse and illicit drug trafficking. 2. The website should also bring into full play the function of the governmental website and serve for the fight against drugs and for overall development of the province into a comparatively well-off society. Presently, the entire province is carrying out carefully the guiding principles of the Sixteenth National Congress, centering round economic development and working for all-around development of the province into a comparatively well-off society. As part of governmental websites of Yunnan, “Yunnan Narcotics Control” should have awareness of strengthening drug control publicity and serving for the state’s implementation of reform and opening strategies and its economic construction, and display the actual image of Yunnan and any of its great achievements already made paced with the national drive of construction of comparatively well-off society in combination with drug control publicity and prevention education. Any of such publicity must be impartial and objective, any exaggeration tendency has to be corrected, and any cases of factual distorting or harm to the image of Yunnan shall be avoided. 3. The website should carry forth a just and honorable trend and fully show great achievements of the province in the fight for drug control, which is well-known around the world due to proper leadership of the Party committee and government at all levels as well as the concerted efforts of relevant functional departments and generous support from the ethnic peoples of the province; it should give a great deal of publicity to all the heroes of Yunnan who contribute to the national course of fight against drugs and their deeds. While highlighting enforcement of drug control, it should also make overall plans, take all factors into consideration, and aggregate balancing, that is, to praise not only the heroes fighting at the front line of drug control, but also the common personnel who work for drug control at all lines in obscurity, so as to show to the world the entire Yunnan drug control workers’ image of collective wisdom and concerted efforts, sharing bitter hatred of drug crimes and harm, and firm determination to ban drugs. 4. The website should highlight the education targeted at high risk populations including juveniles while developing fully the drug control dissemination in the entire society, making universal the state’s narcotic drug control policies and common knowledge on drug control and reflecting the domestic and international situation of the control. At the same time, it should also strengthen cooperation with departments of education, devise vivid, creative columns tailored to the physical and mental features and law of growth of the juvenile website visitors, draw their attention of the drug control issues, and inform them of the harm of drugs and convince them to reject drugs and to take active part in drug control as part of the stand-by forces for fighting against drugs. 5. The website should combine drug control and HIV prevention as drugs and the virus are directly related. At present, Yunnan sees a very severe trend of HIV/AIDS prevalence. The provincial Party committee and government attach great importance to the issue of HIV prevention and control. The provincial government has even initiated six great projects for HIV prevention and control. Yunnan is a severely afflicted area with protruding problems of shared needles and syringes in drug abuse. Therefore, the website should integrate publicity on drug control and HIV prevention and control. While telling the drug abusers of the harm of drug abuse, it should also let them know the risk of sharing needles and syringes and help them raise awareness of personal safety, to minimize the harm caused by drug abuse. Dear friends and comrades, we will celebrate the 17th International Drug Control Day (June 26) tomorrow. So the website of “Yunnan Narcotic Control” accessible one day beforehand will be Yunnan’s munificent gift for the world’s course of drug control. Here, on this occasion, I earnestly hope the website will operate better and better as a top-quality showcase of drug control for the whole country and the world and make further, greater contributions to the course of drug control for the mankind. |
